Mass social service conducted

ITANAGAR, Apr 23: All Tagin Youth Organization (ATYO) in collaboration with panchayat leaders of Sigin-I & II and UD & Housing department has organized a mass social service under Swachh Bharat Abhiyan Mission at Gandhi Market, Daporijo yesterday. MDR Software launched

ITANAGAR, Apr 23: Maternity Death Review (MDR) Software was formally launched by P.N. Thungon, Mission Director (NHM) and on hand training was imparted to all the District Programme Manager (DPM) and District Community Mobilizer (DCM) at the office of Mission Directorate here today.

The training was organized by A.P State Health Society in partnership with AVNI Foundation.

Thungon called upon the DPMs and DCMs to work in mission mode to achieve the set target. While addressing the trainees, he advised them to ensure service is delivered without laxity and maternal death is reduced to a comfortable level by tracking of maternal death and planning action plan to improve maternal health outcome.  He emphasized on monitoring of MDR and to update the report timely.

Resource person Dr. Dhawal Naik, (AVNI Health Foundation) while giving overview of MDR software informed maternal death could be prevented with corrective action and implementation of action plan. Further he added 60% of maternal death occurs due to post partum and 40% die owning to other complicacy, thus to reduce the mortality rate it is very important to keep track of pregnant mother.

Earlier Dr. Tana Natung, NO (MCH) asked the participants to clear their doubts and make full utilization of training.

Habung Lampung, AMD (NHM), Haiwang Wangsu, Consultant (HMIS) Narendra Jangra, Consultant (UNICEF), Debojit Borah, Consultant (RRC) and other staffs from Mission Directorate attended the training.

 

RGU Teacher gets overseas Associate-ship

ITANAGAR, Apr 23: Dr. Sumpam Tangjang, Associate Professor and Head of the Department of Botany, Rajiv Gandhi University has been awarded a post doctoral overseas associate-ship at the prestigious University of Florida, Gainesville, USA.

Dr. Tangjang will do his Post Doctorate in the University of Florida, Gainesville, USA.  He will undergo the year long post doctoral overseas associate-ship programme from April this year under the supervision of Professor P.K. Ramachandran Nair, a distinguished Professor & Director of Center for Subtropical Agro-forestry.

Dr. Tangjang had his education from Rajiv Gandhi University, Arunachal Pradesh, India and started his career as Junior Research Fellow from North Eastern Regional Institute of Science & Technology (NERIST), Arunachal Pradesh.

He started his teaching career in July 2003 as a Lecturer in Botany at Jawaharlal Nehru Government College, Pasighat and later did his PhD from Rajiv Gandhi University in 2005.

Dr. Tangjang joined as Assistant professor at Rajiv Gandhi University in September 2005.

Dr. Tangjang has more than 30 research publications in National and International journals of repute and has participated in several national and international conferences/seminars/symposia and workshops in India and abroad.

Dr. Tangjang has been a Recipient of CSIR Independent Junior Research Fellowship, Govt. of India.

 

Druggist association sounds alert on sub-standard drugs

ITANAGAR, Apr 23:  In its third general body meeting held here, Arunachal Pradesh Chemist & Druggists Association (APCDA) discussed about the sub-standard drugs in the market and urged the common people to make themselves aware about the quality of medicine which are being prescribed to them. The association also urged the people to ask their doctors regarding prescribed medicine and its availability in the market. APCDA also urged its members to install CCTV in their premises for security purpose. It further resolved that it will not pay any fees to Market Welfare Association and Committee saying that there is Municipality to oversee the cleanliness of the market.

 

WWO meet at Seppa

Seppa, 23 Apr: The 9th General conference cum Selection Programme of Women Welfare Organisation (WWO), Seppa was conducted in the presence of M. Cheda, ZPC and S I. Bhaishya, DD, ICDS at Namlo Hall, Seppa on April 22.

Yatak Rimo (Riang), President, WWO Seppa briefed about the achievements.

Particularly, she apprised about Late Nyari Welly Birth Anniversary celebration along with EKSWCO, Seppa, works done and accomplished with respect to child marriages, domestic violence and other issues pertaining to women and children. While welcoming the new members of WWO Seppa, she appealed them to maintain neutrality in handling women related cases and simultaneously, cautioned them not to be swayed by any fallacious and malicious claim made by unscrupulous elements.

I. Bhaishya proclaimed that the women are the backbones of any society. She admitted that women sacrifices all the time, being it for the children or family. Further, she asked the women folk to don the role of a torchbearer in the development of the society and simultaneously, appealed to them to maintain their health. She dwelled upon the Acts in place safeguarding the women folk, especially the Domestic Violence Act, the Protection of Children from Sexual Offences Act and the Juvenile Justice Act, implemented by the department.

M. Cheda urged the new members to cooperate and shun the practices of individualism for the betterment of women. Further, she talked on women empowerment and the way the people of other parts of the State have appreciated the fact of tremendous women representation of East Kameng, be it in political field or in other fields.

Media students attend skill programme

ITANAGAR, Apr 23: Recently, a group of students from Saint Claret College, Ziro attended a 15 days long videography skilling programme at the National Institute of Social communication Research and Training (NISCORT) at Delhi.

The programme which had both theory and practical session on different aspects of videography started from 1st April.

Led by Father Alwyn Mendoz, vice principal of the college, 15 mass communication students along with 6 students from other discipline attended the skill programme which came as a result of Saint Claret College, Ziro signing an MOU with NISCORT last year. Father Edwin Vas, SVD resource person thought valuable tricks and trades of business to the participants. The students were also given exhaustive in hand training in latest shooting equipment and editing software.

During the course, students also came out with their own production implementing the lessons learnt. (The contributor is a student of B.A Mass Communication, 4th Semester Saint Claret College, Ziro)

 

Career counselling workshop begins

ITANAGAR, Apr 23: A two days career counselling programme being organised by the Arunachal Chamber of Commerce & Industries (ACCI) in collaboration with the Department of Counselling Psychology, Martin Luther Christian University (MLCU), got underway at Siddhartha Hall here today.

Around 100 students from various institutes of the Capital region are participating in the workshop being conducted by the students of MSc CP 4th Semester with the help of faculties of Department of Counselling and Psychology, MLCU.

On the first day of the workshop, students were imparted knowledge on various subjects like career development, career planning, self-understanding, career beliefs and multiple intelligence.

A Multiple Intelligence Test was also conducted wherein the students were given test sheet to find out their intellect in various fields of activities. Later a copy of Career Dictionary was distributed among all the participating students.

Earlier, AICC information secretary Toko Tatung briefed on the aims and objective of the career counselling.

 

Orientation program on MsDP

PASIGHAT, Apr 23: Sponsored by the Government of India, an Orientation Program for Multi-sectoral Development Programme (MsDP) under Ramle-Banggo MCB (Minority Concentration Block) was conducted at Nari which was attended by the East Siang Deputy Commissioner Nidhi Srivastava.

Speaking on the occasion, DC Srivastava informed that the main objective of MsDP was to provide better infrastructure for education, skill development, health, sanitation, pucca housing, roads, and drinking water etc besides schemes for creating income-generating opportunities.

The scheme aims at focused development programmes for backward minority concentration areas to help reduce imbalances and speed up development.

Block Level Committee and PRI members should prepare and select the feasible schemes under the scheme for the welfare of the community as a whole in the block, she suggested in her deliberation.

PRI members, representative from minority communities, Gaon Buras, officers of line departments actively participated while DPO Ponung Boring, CO M Karlo, Dr. S.N. Jha of JNC and Hage Mobbing, EE, WRD(TW&GW) highlighted the purpose of the central program, its guidelines, process of selection of proposals, role of block/district level committees. (DIPRO)

 

Basic computer training for Upper Subansiri youths ends

ITANAGAR, Apr 23: The two week long BADP residential Basic Computer Training programme conducted by Don Bosco Youth Centre for youth from border circles of Upper Subansiri district came to an end with a colourful valedictory function here today. The programme was supported by the Department of Skill Development and Employment Generation and altogether 44 youths benefited from the training.  

Daporijo MLA Dikto Yekar, while presiding over the function, stressed on the importance of Skill Development. The efforts that the state government under the leadership of Chief Minister Nabam Tuki has made in the past two years have made employability possible for a large number of youth, he said.  Yekar also exhorted all the trainees to use the skills learnt in the days to come. The MLA also made a token contribution to DBYC in appreciation of the services.

Deputy Director, Department of Skill Development and Employment Generation, K. Sharma spoke on the success story of Skill Development in the state.

Fr. C. D. Mathai, Dr. V. N. Sharma, SLO, NSS and Taw Tebin, President, APCA also spoke at the occasion.

The trainees also shared their experience of the training and spoke about the many good things such as fluency in English, Personal Grooming and Friendship among tribes other than computer skills they acquired during the period of the training.

 

Ering visits Siang, assures people of faster development

PASIGHAT, Apr 23: Lok Sabha East, MP Ninong Ering visited remote Lokpeng, Tarak and Riga villages of newly created Siang district. He held developmental meetings with the villagers and assured to bring faster developments to enhance living standard of the people.

At Lokpeng, Ering granted Rs 5 lakhs for early completion of the village dere (community hall) in addition to his earlier sanction of Rs. 15 lakhs. At Tarak village, he gave sanctioned Rs. 10 lakhs in addition to the earlier grant of Rs. 15 lakhs.

The MP attended the inaugural function of Hiram Dere at Riga for which Rs. 1 Crore was funded by him under his MPLAD fund. He also sanctioned additional Rs. 10 lakhs during the inauguration. In all places, MP Ering advised the villagers to take proper care and maintenance of the community halls and use the assets for promotion of age-old tradition and culture and work for betterment, peace and communal harmony. APPDSU demands decentralization of funds procurement

ITANAGAR, Apr 23: Claiming that in every academic session the contractors supplied ill-sized school uniforms in the government schools, All Papum Pare District Students Union (APPDSU) today demanded for decentralization of funds meant for procurement of school uniforms and the text books.  

APPDSU said that it has received several complaints from students, teachers and principals about supplying of ill-sized school uniforms. In its representation to the Chief Minister, the Union, urged the govt to de-centralize the fund meant for school uniforms to respective principals/headmasters offices so that accurate sizes of student can be measured.

On the reported untimely distribution of NCERT books in various schools, the union strongly urged the state govt to look into the matter and immediately initiate steps for timely distribution of books in the schools. It expressed displeasure saying that despite repeated pleas the government has taken not any measure to resolve the problem so far.

 

Road project flagged off

Itanagar, Apr 23: Education minister Tapang Taloh flagged off the package –III NH 229, the stretch between KM 41.300 to 58.420 on Pasighat-Pangin road under NHIDCL on April 17 at Rottung village under Kebang Circle, Siang district.

Arrest of culprits demanded

ITANAGAR, Apr 23: Condemning the destruction of ferry at Kamla (Kumey) River by the miscreants on April 7, All Tali Pip Sorang Development Forum today demanded immediate arrest of culprits involved in alleged destruction. In a press statement the Forum stated that culprits should be condemned from all quarters and should not be protected.  It is said that the ferry was the only means to transport machineries and goods to Tali ADC headquarter. It urged the authority to arrest the persons involved in the destruction.

ITANAGAR, Apr 23: The members of the Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) has condoled the sudden demise of Tassar Sanjoy who died on April 21.  

Late Tassar Sanjoy was a dedicated social worker who strived his best for promotion and protection of the indigenous faith and the void created by his sad demise will hard to be filled up, read a message by the Society.

Meanwhile, Arunachal Pradesh Horticulture Produce Marketing & Processing Board chairman Kipa Niya has deeply mourned the demise of former Chairman of Pollution Control Board, former AICC president, social worker and politician Tassar Sunjoy.

In a condolence message, Niya said “We have lost an active social worker who persistently worked towards the upliftment of backward people in various capacities.” His contributions towards the state establishment will be ever remembered.

The Board chairman conveyed deep sense of condolence to the bereaved family members and prayed almighty to bestow strength to bear the irreparable loss.

BJP led Govt. has special priority for NE development: Shah

ITANAGAR, Apr 23: The Bharatiya Janata Party (BJP) President Amit Shah said that Modi led BJP Government at Centre has a ‘special priority’ for the development of the Northeast region. Citing the North East Council (NEC) meeting that was recently conducted in Shillong, Meghalaya, Shah said that NEC meeting was never held in the region when the Congress party was in power at centre.

He was addressing at Pradesh Sadasyata Sammelan at Nyokum Lapang here today amidst a massive welcome and turnout from the state party members defying rainfall to attend his deliberation. Shah is on a two day visit to Arunachal as part of his Northeast tour along with BJP National General Secretary Ram Madhav.

He hailed the people of northeast particularly Arunachal Pradesh for their patriotism. He also assured the people of Arunachal that BJP is the only party which would form a corruption-free government in Arunachal Pradesh if the people gave the mandate.  

The BJP President said “It would be incomplete to know India, without knowing North East”. Mounting his attack on Congress Vice President Rahul Gandhi who castigated Modi led government at Centre, BJP President Shah said, ‘People of India discarded Congress Party in 2014 election because the party had given nothing to the people in 60 years but loot, scams and corruption”. Highlighting Modi-led Government’s various schemes for the welfare of the people, he informed that the Centre government is introducing Call Centers in every state of Northeast for skill development among the unemployed youth.

On being informed by the State Unit BJP President Tai Tagak that the state BJP has managed to drive one lakh membership recently, Shah said it is a positive sign that BJP will form the government in the next election.

 

Won’t allow Arunachal to be the safe haven of ultras: Rijiju

Union Minister of State for Home Kiren Rijiju addressing the meet stated that he would die trying to save Arunachal from being a safe haven of the ultras, no matter what politics the opposition party (Congress) plays over the issue, referring the extension of Armed Forces Special Powers Act (AFSPA) in Arunachal Pradesh. “I won’t be afraid to save my state from being used as shelter by the anti-social elements no matter whatever politics the Congress plays”, he said.

MoS Home maintained that he is in favour of repealing AFSPA from Arunachal Pradesh.

Stepping up the attack on Congress, Rijiju said that Congress had given up Arunachal Pradesh during Chinese invasion of 1962 by citing Pandit Nehru’s quote – “my heart goes out to people of Assam”. Rijiju further retorted that the Centre is doing its part for the development of Arunachal by sanctioning lots of projects, and the state government should also do its part by implementing it judiciously.  

On racial discrimination issue which is being faced by the people from region in mainland India, Rijiju informed that BJP government is very soon introducing an Anti-Racist law under the Indian Penal Code, which would have a provision for jail term of 5 years for those who attack people from Northeast with a racial point of view.

Leader of Opposition in the Legislative Assembly Tamiyo Taga castigated the state government for financial mismanagement and said that it is the right time to declare ‘economic emergency’ in Arunachal Pradesh.

The state Unit BJP President while welcoming the party president in Arunachal Pradesh informed that Shah’s visit is a developmental visit concerning the geographical inclusive growth in the region particularly in Arunachal. Former Chief Minister Gegong Apang, BJP National Executive Member Tapir Gao and legislators from the party were among others present in the occasion.

 

 

IFCSAP  seeks minority certificate for converts instead of ST

ITANAGAR, Apr 23: Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) team met Amit Shah, President Bharatiya Janata Party (BJP) to submit a memorandum. In the memorandum, they stated that the present list of the minority blocks and families has been prepared by a private agency namely Omeo Kumar Das (OKD) Institute of Social Change and Development Guwahati, affiliated to autonomous Institute of Indian Council of Social Science Research, New Delhi; which is totally illegal and improper, because as per 1978 Freedom of Religions Act of Arunachal Pradesh; only the Deputy Commissioner is authorized to identify the minority population. Therefore, the Government of Arunachal Pradesh should implement the ‘Arunachal Pradesh Freedom of Religion Act’ 1978. NDA government should ensure to implement the Act at the earliest and also for the preparation of authentic list of minorities in the state.

No person or community in Arunachal Pradesh should be given double benefits because this would promote mass conversion to the faiths classified as Minority Community resulting adverse effect on the preservation and promotion of the indigenous faith traditions and cultures of the state, it further said. We also desire that steps should be initiated by the state Government to issue Minority Certificates to the converts of Arunachal Pradesh and let the converted persons surrender their ST certificate at the earliest, it added. The central Government should give a serious thought on introduction of a Tribal Development Oriented Schemes in the state of Arunachal Pradesh and to introduce schemes for Indigenous Tribal Culture Research & Development provision under BADP Scheme, they added.

The Central Govt. should provide sufficient funds for the promotion, protection and preservation of Indigenous Cultural Heritage under the Ministry of Culture Affairs, Govt. of India, the memorandum read.

 

 

AAPSU threatens protest; Kiren blames state govt

ITANAGAR, Apr 23: All Arunachal Pradesh Students Union (AAPSU) team in a meeting with Union Minister of State (Home Affairs) Kiren Rijiju and the National Party President of BJP Amit Shah in Itanagar submitted a memorandum demanding immediate roll back of AFSPA from Arunachal Pradesh completely or else face protest.  

During the meeting, the President AAPSU Kamta Lapung and NESO Coordinator Pritam Sonam urged them for early repealing of AFSPA from Arunachal Pradesh within 15 days.

AAPSU threatened democratic movements against the competent authorities if the demands are not met.   

General Secretary Biru Nasi and Finance Secretary and Suraj Tayam were also present.  

In response to the memorandum, MoS of Home Affairs is reported to have told the team that “AFSPA has been imposed in the state of Arunachal Pradesh only because of recommendation made by the state government itself while considering the intensity of law and order problems in the state. His government has been thinking for complete repealing of AFSPA from Arunachal Pradesh; however the government of Arunachal Pradesh couldn’t give assurance to redress the law and order problems and ultras which has been active in the boundaries between Arunachal Pradesh and its neighbouring states”.  

Amit Shah allegedly did not comment on the memo submitted by the AAPSU.

“We never expected such kind of attitude from a national leader. We were expecting for a cordial conversation and positive assertions”, said the disappointed AAPSU in a report.

AAPSU is scheduled to meet Union Home Minister, Rajnath Singh on April 27 in Delhi regarding AFSPA.

 

 

Governor inaugurates CT scanner at RKM, decries attacks on medical professionals

ITANAGAR, Apr 23: The Governor of Arunachal Pradesh Lt Gen Nirbhay Sharma (Retd.) inaugurated the newly installed 128 slice CT scanner in the department of Radiology of Ramakrishna Mission Hospital, Itanagar today. The CT scan machine installed today has been donated by the Infosys Foundation.

While inaugurating the CT scan machine, the Governor expressed his hope that the facility will further facilitate the Ramakrishna Mission Hospital, Itanagar in providing quality health services to the people. He appreciated the Swamijis, doctors, nurses and staffs for their dedicated services.

Expressing grave concern on the rampant misbehaviour and violence by miscreants in the Hospitals, the Governor also urged upon the society to stand up and voice against them. For misconduct of few anti social elements, we may lose excellent facilities, brilliant doctors and committed NGOs. He also emphasized that parents should take care of their wards and shoulder responsibility in disciplining them.  The Governor felicitated the Ramakrishna Mission order for the yeomen service rendered by the Swamijis and Matajis in the fields of education and health in the State. He called upon other NGOs to follow the path of devoted selfless social services of RK Mission.

While acknowledging that many of the alumni of Ramakrishna Mission Schools and Ramakrishna Sarada Mission School today are in various posts in the State Government, he advised them to come together and strengthen the endeavour of the Ramakrishna mission order towards the service of society as a gratitude to their alma mater.

The Governor conveyed his gratefulness to Infosys Foundation, Bangalore for providing the lifesaving device and also hoped that many more like minded institutions will come forward with such kind philanthropic gestures.

It may be recalled here that on the invitation of the Governor and First Lady of the State Jyotsna Sharma, Infosys Chairperson Sudha Murthy had visited the State.

Raj Bhawan and Muskaan Welfare Society under the guidance of First Lady of the State had approached the Infosys Foundation, Bangalore for aid in health and education sectors in the State.

Later, the Governor and the First lady along with State Chief Secretary Ramesh Negi visited the indoor wards and distributed fruits to the patients.

GWS, AAPSU, ACCI condemn attack on PK Behera

ITANAGAR, Apr 23: UD, Housing, Town Planning and Land Management Parliamentary Secretary-cum-local MLA Techi Kaso informed that the administration has been instructed to expedite the investigation in the assault case of senior journalist Pradeep Kumar Behera at the earliest.

The Galo Welfare Society (GWS) has vehemently condemned the attack on senior journalist Pradeep Kumar Behera and his driver on April 21.

GWS appeals all the CBOs of the state and every individual to condemn the attack on the senior journalist in their strongest voices so that no one dares to repeat such immoral action against the elders of our society, stated a release.

The All Arunachal Pradesh Students Union (AAPSU) has strongly condemned the assault on senior journalist Pradeep Kumar Behera. AAPSU President Kamta Lapung stated the police should arrest the culprit within 36 hours. “The attacker was riding in a red Pulsar bike. Police should use this clue and arrest the accused,” stated Lapung.

Further, a team of Arunachal Chamber of Commerce and Industries (ACCI) led by its president Techi Lala, general secretary Tarh Nachung and information & publicity secretary Toko Tatung visited P K Behera at RKMH and enquired about his health.

Lala opined that the incident cannot be called a stray incident, but one that reflects the rising lawlessness in the Capital Complex. “A person like Kumar, who has given his entire life in service to the state, has become a victim of such a barbaric act is shameful”.

Raising question about the police patrolling team and its functioning in sensitive areas like premises of media houses, Govt. offices, etc., Nachung said the incident has exposed the total failure of the administration and the police who are yet to identify the assaulter.

Tatung urged the home minister to take effective measures before the capital complex becomes a lawless den for anti-social activities.

Meanwhile, Kurung Kumey Zilla Parishad Chairperson Sangha Tajik has also condemned the assault on Pradeep Behera. In a statement Tajik called for immediate arrest and strong punishment to the assaulter.

 

 

Atik Pertin passes away, CM mourns

ITANAGAR, April 23: Deputy Chief Councillor of Pasighat Municipal Council Atik Pertin has passed away on Thursday morning.

He is survived by wife Kayang Pertin and three sons.

Born on 10th February, 1953 at Damroh village of Upper Siang District, Atik was second son of Apel Pertin and Olak Pertin. Atik studied in Government Primary School Damroh, Middle School Mariyang and Pasighat IGJ Higher Secondary School. His last rites will be performed tomorrow at Pasighat.

In his condolence message to the late leader’s wife, Chief Minister Nabam Tuki has deeply mourned the sudden demise of sitting Councilor. “In his death we have lost a sincere social worker and  a dedicated Congress leader, who worked in the grass root to strengthen the party. He started his political career as Anchal Samity Member in 1992 and had been associated with uncountable committees and Non-Government Organizations,” the Chief Minister said.

Education Minister Tapang Taloh, MLA Kaling Moyong, MP (LS) Ninong Ering, former Education Minister Bosiram Siram, Chief Councilor Denong Tamuk expressed deep shock over Atik’s sudden death and recalled him as active social worker who dedicated his life for the cause of the people of Pasighat in particular and Adi community as a whole.

“The state has lost one of the most matured and devoted leader,” stated Minister Taloh in his message.

Former Minister (Edn) Bosiram Siram said that “Bibing Atik’s premature death has created a vacuum that cannot be filled easily. Fellow friends in the society knew him for his kindness, politeness, humane nature and helpfulness. He has worked with me in various capacities in his eventful social life and always advocated for peaceful co-existence among people living in the centurion town Pasighat”.

Joining the mourning, East Siang Deputy Commissioner Nidhi Srivastava in her condolence message stated that people will be remember Atik as an active, hard-working and energetic person who worked for all round development of Pasighat and conveyed deep sense of condolence to the bereaved.

MEO Nixon Lego and Chief Councilor Denong Tamuk on behalf of PMC condoled the sudden death of Atik Pertin.

Itanagar   Municipal Council has also mourned the sudden and untimely demise of Lt Pertin. It has announced April 24 as a day of mourning.

Meanwhile, the Keepang Erang Kebang (KEK) and Pertin Bodum Baane Kebang expressed profound shock and sadness over the demise of Atik Pertin, Deputy Councillor, Pasighat Municipal Council.

“Late Pertin was not only a renowned social activist, but an elder who dedicated his life wholly for the cause of the society. His demise is an irreparable loss, particularly for the KEK and PBBK,” both the organizations said in a condolence message.

He was the president of KEK till his demise. He was also a senior member of PBBK.

The KEK and PBBK have conveyed heartfelt condolences to the bereaved family and offered prayers for the departed soul.

The Adi Baane Kebang (ABK) East Siang district unit also deeply mourned the sudden and untimely death of Atik Pertin, Deputy Chief Councillor of Pasighat Municipal Council.

His untimely demise has created a vacuum in Adi Society, it stated. He was a man of principle and loved by all. He was one of the pioneers in shaping the Adi customary law and worked tirelessly for the Adi society. The ABK unit will always remember him for his noble deeds, added the message.

 

 

Human Rights: The Military’s View

Que sera sera! What will be, will be? The future’s not ours to see, que sera sera! This lines taken from an old song seems to be on the lips of the public of Arunachal after the imposition of the AFSPA. Most of the people are ignorant of the Act; many are indifferent; some are fully supportive assuming this will finally put an end to the Changlang-Tirap conundrum; others are cautiously against it and there are some who have forcefully put up a strong voice against it. The question is what will it be; que sera sera?

The Home Ministry will not roll the Act back keeping in view the geo-strategic nature of the state. It is least worried about the face of Rijijuji, who is already mumbling for some answers to the public. On the other hand, there have been media reports that the Home Ministry is embarrassed at the State Home Minister for supporting the Act and subsequently making comments that ‘it can be rolled back’. Kiren Rijiju’s one comment may not ruffle even one clause of the Act. But, of course, the govt. will take no action against him because he is from Arunachal Pradesh (an ingenious foreign policy decision indeed). Irom Sharmila (fasting for more than a decade), many Human Rights and civil society organizations, national and international, have been demanding the repeal of the Act but to no avail. Why should Arunachal be an exception? How convincingly the Home Ministry has delimited the area of operation of the Act – within 20 km of all districts bordering Assam. Most entry points to Arunachal Pradesh are from Assam. Henceforth, all Arunachalees will have to move in an out of their own hometowns through a fortified area of 20 km manned by gun-toting Army personnel who will carry the AFSPA in their pockets. They can shoot to kill on suspicion, enter and search anyone’s house, arrest without warrant, beat up anyone and nobody can go to court or fight against any of the above activities because AFSPA gives them precisely these powers. A drunk Army officer can go for any adventure during the night. If he is trigger happy, he will pick up one or two weapons previously seized from somewhere, gun down some young boys, plant the weapons on the dead boys and make a report that they were ambushed. If the officer is a pervert, he will enter someone’s house line up everybody, pick anyone and abuse him/her and report that the action was taken on ‘reliable’ intel. During the day, check gates will be erected after every 50 miles where all vehicles will be thoroughly checked. Ministers, MLAs will not be spared. All will have to undergo the exercise. The only excuse by the Army, ‘Sir, sorry we are doing our duty’. And for all these invectives, many of the Army officers or jawans will get commendations, extra stripes or stars or even national gallantry awards.

The 20 km area that will be under AFSPA is all that the military need to put the entire Arunachal under its control. Arunachal is dependent on almost everything from Assam. Interestingly, if Assam and some other neighbouring states have insurgents who are trying to destabilize Arunachal, why is the AFSPA not imposed in the 20 km belt in those states bordering Arunachal because the cause of the problem is not from Arunachal but from there? Why create a problem where there is none? What makes the AFSPA frightening is not just the power it gives but the manner in which it has been abused almost all the time? Every time a CI-OPs is carried out numerous HR violations have been reported. The Oinam incident in Manipur in 1986 killed almost all the youth of the village, several instances of rape were carried out, women were not allowed to move from their enclosures which caused three women to give birth in the playground in front of everybody. The case was filed in the Supreme Court but instead of looking into the complaints against the Act, the SC upheld the continuation of the Act in 1997. This very ‘Sword of Damocles’ hangs upon each Arunachalee in and around the 20 km border belt.

The AFSPA, although in operation for 55 years has not reduced insurgency in any state. On the other hand, there has been a proliferation of unlawful activities in the last three decades or so after AFSPA became more hard-handed. Violence only creates more violence. Many of the insurgents in the NE region did not join the outfits for ideological/territorial reasons. The younger ones don’t even know what they are fighting for. Killings, physical assault, rapes and various atrocities against their own people, relatives, kith and kin have been motivating factors. Many blame socio-economic conditions and unemployment as key to the growth in the number of dissenters. Only persons who have been severely traumatized physically or psychology will resort to means, even death. Revenge, anger and hatred have been the fundamental reasons for many youth taking up guns in NE region. In Arunachal, things are not going to be any different. The AFSPA diehards in the Home Ministry will recommend for some extra funds to quell some dissenters from among public leaders. Meanwhile, the AFSPA will all its good intentions but malicious outcomes will continue. Early monsoon shower hits life in Siang valley

RUKSIN, Apr 23: Incessant rain over the last 24 hours has paralyzed life in Siang belt, especially Nari-Koyu, Pasighat West (Ruksin), Pasighat and Mebo and Pangin-Boleng areas in East Siang and adjoining Jonai and Silapathar of Dhemaji of Assam. The moderate and intermittent shower, which hit the region last week turned torrential in Siang valley and crippled the lives of the entire region for the last three days.

Rainwater clogging in Pasighat and Ruksin town roads due to torrential rain caused problems for the pedestrians. Frequent rain is retarding ongoing construction of RCC road at Pasighat town and renovation of Mirem-Mikong-Ruksin (MMR) road in Pasighat West area. Moreover, the ongoing construction of Trans-Arunachal Highway between Pasighat and Pangin is hit by the torrential rain, causing immense trouble in transportation of essential commodities.

Rainwater submerged a portion of MMR at Ruksin gate, created immense trouble to operate vehicle along the road. The cab drivers and pedestrians are compelled to pass the road by wadding knee-deep muddy water as the authority has not taken measure to drain out the clogged water.

Report from Koyu said that heavy shower for the last few days is affecting Jhum cultivation besides creating communication problems in the area. Heavy downpour has worsened the condition of the worn out Pasighat-Ledum-Tene road and created problems to office goers, students and medical patients.

However, the incessant rain brought smile on the faces of the small tea growers, rubber planters of the region. The tea gardens of Siang belt had been facing poor production due to the scanty rainfall for the last couple of years.

 

 

AIMSU demands enquiry into selection of PMEGP beneficiaries

ROING, Apr 23: The All Idu Mishmi Students Union (AIMSU ) has  expressed grave concern over the "error" in the latest list of beneficiaries under the PMEGP-2014-15 of the district. Reportedly, earlier 61 beneficiaries (excluding defaulters) were selected and their names enlisted under PMEGP-2014-15, however, the latest list shows only 10 beneficiaries. The names of the rest of the earlier selected beneficiaries have been reportedly omitted because of unknown reasons.

The AIMSU had reportedly demanded explanation regarding the omission of the 51 beneficiaries, as well as the selection of the 10 beneficiaries only, from the Chief Manager (SBI Roing), but he is yet to respond.

In a letter to the Assistant General Manager SBI, Dibrugarh, the team has demanded immediate revoking of this latest PMEGP notification and honouring of the earlier notification that proposes 61 beneficiaries. The union also demanded an enquiry committee to be set up immediately to investigate the matter. The union further demanded timely response to the request for setting up of a regional branch office of the SBI in the eastern part of Arunachal Pradesh.

In its letter, the AIMSU gave seven days time to fulfill its demands or else, it threatened to launch democratic protest.

Meanwhile, the Roing DC, who is also the chairman DTFC (PMEGP) told the AIMSU that he was not informed by the CM SBI regarding the change in the number of selected beneficiaries, and that the changes were made without his knowledge.

 

 

LDV ABK women wing holds anti-drug rally, talks tough against drug abuse

ROING, Apr 23: Braving the heavy downpour, more than 400 people took part in a 'social upliftment and anti-drug awareness' rally organised by the Adi Baane Kebang Women Wing (ABK WW) of Lower Dibang Valley district here today. The rally covered a large area from Yibuk, Midland, Agamgite, Bomi, JNV school, ITI and ended with a public meeting at the Rayang Musup.

Addressing the meeting, the ABK WW leaders informed the public that if anybody is found cultivating, selling, buying or using drugs and illegal alcohol, a fine of Rs.10,000 will be imposed and  the wrong doers will  also be handed over to the police  for necessary action.

Attending the meeting Roing DC Shiv Kumar encouraged the ABKWW for its anti-drug rally. He also assured all kind of possible help to the organization for such works.

The team later visited shops starting from Yibuk to Meka and asked the shopkeepers to refrain from selling alcohol or drugs illegally.   

"We are very thankful to the DC Roing who has always encouraged and supported us for our work against drugs and alcohol abuse in the society. Also, the SP Roing is always ready to help us during the hours of need,” said a representative of the ABKWW.

"Today, despite the heavy rain, at least one member from each and every household has participated in the rally. Students from JNV School and ITI have also joined us in a good number. This shows us a very positive light and if each and everyone start cooperating with us we will very soon have a drug and alcohol free society", said another representative of ABKWW.

New target identified

After Greenpeace, union government has turned its eye to another power international funding organizations the Ford Foundation. Ministry of Home Affairs has ordered that foundation be put under a watchlist in "national interest and security” of the country.  MHA has ordered that all the funds coming from Ford Foundation, US, for any agency or NGOs in country will first need to be cleared by the ministry. The action has been taken under section 46 of the FCRA.

The action of union government smacks of dictatorial attitude. They are trying every means to suppress those NGOs who fight for the cause of poor Indians. Greenpeace was quite active in tribal belts where industrial groups were desperately trying to take away the land of tribal people. The suspension of Greenpeace's FCRA licence has virtually crippled its function. Many believe that Modi govt. took action against Greenpeace on the basis of recommendation made by few industrial groups. Similarly Ford Foundation has been making contribution to various NGOs for carrying out anti-corruption movement. During 2011 Anna led movement, the Foundation had contributed massive amount of fund. This latest decision of union government to put Ford Foundation in a watchlist will send wrong message to the international communities. It exhibits that Indian government is not ready to accept any kind of opposition to its policies from the NGOs. Already attacks on minorities especially on Churches have badly hurt the image of nation.

Book day

Dear Editor,

April 23, 2015 was a day to celebrate as voracious readers, authors and publishing fraternity around the globe celebrate world book and copyright day. Many would not know that the English word “book” comes from Danish word “bog” which means birch tree and early people of Denmark wrote on birch bark. Marcus Tullius Cicero said “A room without books is like a body without a soul.” But now printed books have given way to eBooks which are ecologically friendly though not everyone can afford an eBook reader. There are advantages of increasing the font size and one can also carry many eBooks at a time while travelling. But despite advantages people who prefer traditional printed books like to touch and smell the pages. They simply love the sight of their book collection in their book shelves. Also there is a need to have an inclusive approach by converting many good titles into audio books and especially Braille.

A new law

Dear Editor,

With the devolution of 14th Finance commission, the fund under (NCA, SCA, SPA and ACA) will not be given to State like ours. Mostly tendering was done for SPA schemes as there were strict guidelines from Central government to implement schemes only through tendering.

There were no tendering guidelines for schemes under TFC, BADP, AOP, UNTIED as on today. Now it is interesting to see whether State government will issue new guidelines regarding implementation of these schemes through tendering as they have recently passed the bill called Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotional) Bill 2015 as this is to encourage and promote registered contractor based on domicile of the contractor within the Community Block, District and State.

Only Central schemes like NLCPR from DoNER, CRF, RIDF from NABARD, NEC are implemented through tendering but their sanction amount is almost above Rs.10.00Crores and contractor registered under class V, IV, III, II is not eligible for bidding unless lesser amount as stated above schemes are implemented through tendering.

I compliment the Legislators for passing this bill as it will ensure equal economic growth/stature among the people belong to that particular place as person belong to other place cannot participate in bidding process. But this will happen only when new guidelines are issued for implementation of schemes through tendering. Otherwise there is no meaning of passing bill in the State Legislative Assembly, it will be mockery of law passed by Legislator themselves and public will laugh at you.

Need action as loud as the voices

Dear Editor,

These are politicking infra dig and fractious leadership sans statesmanship. Besides the national fraternity and unity, as the top leader of the country goes globetrotting to numerous countries seeking global friendship and cooperation for progress of the nation, the global stage are being repeatedly made the podium for criticism and mockery of its own countrymen. It doesn't befit a leader of the largest democracy to showcase such demeaning political trend at the global stage. Why indulge in avoidable denigrating mockery of one's country when there are more important things simply waiting to be concretely done within? The global community will only have more of reasons for laughter about the peculiar Indian chapter as ever than getting impressed for committed engagement as per the prioritised needs and aspirations of the country. Corruption, the main issue that gives reasons for cracking finest jokes and erupting heartiest laughter besides thunderous applause from the people! But besides certain appreciable transitory developments what fundamental change has really been effected to the demanding issues so far? The nation is yet witness any concrete action on the issue and tangible change in the muddy and messy scenario so far. The tightly guarded clandestine funding of political parties mostly by the corporate and the deep seated crony capitalism which is the biggest means of debilitating corruption and red-tapism remains intact even today. Then not a single legislation has been proposed or effected on the need for deterrent anti corruption and other related laws. The scenario may be bubbly today, but by purportedly fighting the biggest malaise of endemic corruption and redtapism only with thundering speeches and rhetoric’s, how far the nation succeeds to bring sustainable politico-business atmosphere and sustainable all round progress, only time will tell as the whole world watches the drama. Perhaps, more of dignified, drastic and concrete actions will be needed to effect results that will speak as loud as the voices in this country towards achievement of goals of the nation.

Protector of the roads

Dear Editor,

As one among the thousand using the pathetic capital roads, I have seen few traffic police and their arduous selfless duty. Despite of inhospitable climate faced by them every day, they seem to construe the real meaning of dignity of labor.

I  want to thank personally the traffic warden of Bank Tinali near police station who wholeheartedly and tirelessly perform his duty as a true guardian of road, who always wear a smile and use his hand  as a magic wand at some fairytale movie. His way of performing  duty should be followed by others who think being traffic policing as a perilous and mere job and not as protector of road.
