ITANAGAR, Apr 23: Maternity Death Review (MDR) Software was formally launched by P.N. Thungon, Mission Director (NHM) and on hand training was imparted to all the District Programme Manager (DPM) and District Community Mobilizer (DCM) at the office of Mission Directorate here today.
The training was organized by A.P State Health Society in partnership with AVNI Foundation.
Thungon called upon the DPMs and DCMs to work in mission mode to achieve the set target. While addressing the trainees, he advised them to ensure service is delivered without laxity and maternal death is reduced to a comfortable level by tracking of maternal death and planning action plan to improve maternal health outcome. He emphasized on monitoring of MDR and to update the report timely.
Resource person Dr. Dhawal Naik, (AVNI Health Foundation) while giving overview of MDR software informed maternal death could be prevented with corrective action and implementation of action plan. Further he added 60% of maternal death occurs due to post partum and 40% die owning to other complicacy, thus to reduce the mortality rate it is very important to keep track of pregnant mother.
Earlier Dr. Tana Natung, NO (MCH) asked the participants to clear their doubts and make full utilization of training.

Particularly, she apprised about Late Nyari Welly Birth Anniversary celebration along with EKSWCO, Seppa, works done and accomplished with respect to child marriages, domestic violence and other issues pertaining to women and children. While welcoming the new members of WWO Seppa, she appealed them to maintain neutrality in handling women related cases and simultaneously, cautioned them not to be swayed by any fallacious and malicious claim made by unscrupulous elements.
I. Bhaishya proclaimed that the women are the backbones of any society. She admitted that women sacrifices all the time, being it for the children or family. Further, she asked the women folk to don the role of a torchbearer in the development of the society and simultaneously, appealed to them to maintain their health. She dwelled upon the Acts in place safeguarding the women folk, especially the Domestic Violence Act, the Protection of Children from Sexual Offences Act and the Juvenile Justice Act, implemented by the department.

ITANAGAR, Apr 23: Recently, a group of students from Saint Claret College, Ziro attended a 15 days long videography skilling programme at the National Institute of Social communication Research and Training (NISCORT) at Delhi.
The programme which had both theory and practical session on different aspects of videography started from 1st April.
Led by Father Alwyn Mendoz, vice principal of the college, 15 mass communication students along with 6 students from other discipline attended the skill programme which came as a result of Saint Claret College, Ziro signing an MOU with NISCORT last year. Father Edwin Vas, SVD resource person thought valuable tricks and trades of business to the participants. The students were also given exhaustive in hand training in latest shooting equipment and editing software.

Basic computer training for Upper Subansiri youths ends
ITANAGAR, Apr 23: The two week long BADP residential Basic Computer Training programme conducted by Don Bosco Youth Centre for youth from border circles of Upper Subansiri district came to an end with a colourful valedictory function here today. The programme was supported by the Department of Skill Development and Employment Generation and altogether 44 youths benefited from the training.
Daporijo MLA Dikto Yekar, while presiding over the function, stressed on the importance of Skill Development. The efforts that the state government under the leadership of Chief Minister Nabam Tuki has made in the past two years have made employability possible for a large number of youth, he said. Yekar also exhorted all the trainees to use the skills learnt in the days to come. The MLA also made a token contribution to DBYC in appreciation of the services.

Ering visits Siang, assures people of faster development

Arrest of culprits demanded
ITANAGAR, Apr 23: Condemning the destruction of ferry at Kamla (Kumey) River by the miscreants on April 7, All Tali Pip Sorang Development Forum today demanded immediate arrest of culprits involved in alleged destruction. In a press statement the Forum stated that culprits should be condemned from all quarters and should not be protected. It is said that the ferry was the only means to transport machineries and goods to Tali ADC headquarter. It urged the authority to arrest the persons involved in the destruction.

IFCSAP seeks minority certificate for converts instead of ST
ITANAGAR, Apr 23: Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) team met Amit Shah, President Bharatiya Janata Party (BJP) to submit a memorandum. In the memorandum, they stated that the present list of the minority blocks and families has been prepared by a private agency namely Omeo Kumar Das (OKD) Institute of Social Change and Development Guwahati, affiliated to autonomous Institute of Indian Council of Social Science Research, New Delhi; which is totally illegal and improper, because as per 1978 Freedom of Religions Act of Arunachal Pradesh; only the Deputy Commissioner is authorized to identify the minority population. Therefore, the Government of Arunachal Pradesh should implement the ‘Arunachal Pradesh Freedom of Religion Act’ 1978. NDA government should ensure to implement the Act at the earliest and also for the preparation of authentic list of minorities in the state.
No person or community in Arunachal Pradesh should be given double benefits because this would promote mass conversion to the faiths classified as Minority Community resulting adverse effect on the preservation and promotion of the indigenous faith traditions and cultures of the state, it further said. We also desire that steps should be initiated by the state Government to issue Minority Certificates to the converts of Arunachal Pradesh and let the converted persons surrender their ST certificate at the earliest, it added. The central Government should give a serious thought on introduction of a Tribal Development Oriented Schemes in the state of Arunachal Pradesh and to introduce schemes for Indigenous Tribal Culture Research & Development provision under BADP Scheme, they added.
The Central Govt. should provide sufficient funds for the promotion, protection and preservation of Indigenous Cultural Heritage under the Ministry of Culture Affairs, Govt. of India, the memorandum read.
AAPSU threatens protest; Kiren blames state govt
ITANAGAR, Apr 23: All Arunachal Pradesh Students Union (AAPSU) team in a meeting with Union Minister of State (Home Affairs) Kiren Rijiju and the National Party President of BJP Amit Shah in Itanagar submitted a memorandum demanding immediate roll back of AFSPA from Arunachal Pradesh completely or else face protest.
During the meeting, the President AAPSU Kamta Lapung and NESO Coordinator Pritam Sonam urged them for early repealing of AFSPA from Arunachal Pradesh within 15 days.
AAPSU threatened democratic movements against the competent authorities if the demands are not met.
General Secretary Biru Nasi and Finance Secretary and Suraj Tayam were also present.
In response to the memorandum, MoS of Home Affairs is reported to have told the team that “AFSPA has been imposed in the state of Arunachal Pradesh only because of recommendation made by the state government itself while considering the intensity of law and order problems in the state. His government has been thinking for complete repealing of AFSPA from Arunachal Pradesh; however the government of Arunachal Pradesh couldn’t give assurance to redress the law and order problems and ultras which has been active in the boundaries between Arunachal Pradesh and its neighbouring states”.
Amit Shah allegedly did not comment on the memo submitted by the AAPSU.
“We never expected such kind of attitude from a national leader. We were expecting for a cordial conversation and positive assertions”, said the disappointed AAPSU in a report.
AAPSU is scheduled to meet Union Home Minister, Rajnath Singh on April 27 in Delhi regarding AFSPA.
Governor inaugurates CT scanner at RKM, decries attacks on medical professionals
ITANAGAR, Apr 23: The Governor of Arunachal Pradesh Lt Gen Nirbhay Sharma (Retd.) inaugurated the newly installed 128 slice CT scanner in the department of Radiology of Ramakrishna Mission Hospital, Itanagar today. The CT scan machine installed today has been donated by the Infosys Foundation.
While inaugurating the CT scan machine, the Governor expressed his hope that the facility will further facilitate the Ramakrishna Mission Hospital, Itanagar in providing quality health services to the people. He appreciated the Swamijis, doctors, nurses and staffs for their dedicated services.
Expressing grave concern on the rampant misbehaviour and violence by miscreants in the Hospitals, the Governor also urged upon the society to stand up and voice against them. For misconduct of few anti social elements, we may lose excellent facilities, brilliant doctors and committed NGOs. He also emphasized that parents should take care of their wards and shoulder responsibility in disciplining them. The Governor felicitated the Ramakrishna Mission order for the yeomen service rendered by the Swamijis and Matajis in the fields of education and health in the State. He called upon other NGOs to follow the path of devoted selfless social services of RK Mission.

GWS appeals all the CBOs of the state and every individual to condemn the attack on the senior journalist in their strongest voices so that no one dares to repeat such immoral action against the elders of our society, stated a release.
The All Arunachal Pradesh Students Union (AAPSU) has strongly condemned the assault on senior journalist Pradeep Kumar Behera. AAPSU President Kamta Lapung stated the police should arrest the culprit within 36 hours. “The attacker was riding in a red Pulsar bike. Police should use this clue and arrest the accused,” stated Lapung.
Further, a team of Arunachal Chamber of Commerce and Industries (ACCI) led by its president Techi Lala, general secretary Tarh Nachung and information & publicity secretary Toko Tatung visited P K Behera at RKMH and enquired about his health.
Lala opined that the incident cannot be called a stray incident, but one that reflects the rising lawlessness in the Capital Complex. “A person like Kumar, who has given his entire life in service to the state, has become a victim of such a barbaric act is shameful”.

Atik Pertin passes away, CM mourns
ITANAGAR, April 23: Deputy Chief Councillor of Pasighat Municipal Council Atik Pertin has passed away on Thursday morning.
He is survived by wife Kayang Pertin and three sons.
Born on 10th February, 1953 at Damroh village of Upper Siang District, Atik was second son of Apel Pertin and Olak Pertin. Atik studied in Government Primary School Damroh, Middle School Mariyang and Pasighat IGJ Higher Secondary School. His last rites will be performed tomorrow at Pasighat.

AIMSU demands enquiry into selection of PMEGP beneficiaries

ROING, Apr 23: The All Idu Mishmi Students Union (AIMSU ) has expressed grave concern
over the "error" in the latest list of beneficiaries under the PMEGP-
The AIMSU had reportedly demanded explanation regarding the omission of the 51 beneficiaries, as well as the selection of the 10 beneficiaries only, from the Chief Manager (SBI Roing), but he is yet to respond.
In a letter to the Assistant General Manager SBI, Dibrugarh, the team has demanded immediate revoking of this latest PMEGP notification and honouring of the earlier notification that proposes 61 beneficiaries. The union also demanded an enquiry committee to be set up immediately to investigate the matter. The union further demanded timely response to the request for setting up of a regional branch office of the SBI in the eastern part of Arunachal Pradesh.
In its letter, the AIMSU gave seven days time to fulfill its demands or else, it threatened to launch democratic protest.
Meanwhile, the Roing DC, who is also the chairman DTFC (PMEGP) told the AIMSU that he was not informed by the CM SBI regarding the change in the number of selected beneficiaries, and that the changes were made without his knowledge.

After Greenpeace, union government has turned its eye to another power international funding organizations the Ford Foundation. Ministry of Home Affairs has ordered that foundation be put under a watchlist in "national interest and security” of the country. MHA has ordered that all the funds coming from Ford Foundation, US, for any agency or NGOs in country will first need to be cleared by the ministry. The action has been taken under section 46 of the FCRA.
The action of union government smacks of dictatorial attitude. They are trying every
means to suppress those NGOs who fight for the cause of poor Indians. Greenpeace
was quite active in tribal belts where industrial groups were desperately trying
to take away the land of tribal people. The suspension of Greenpeace's FCRA licence
has virtually crippled its function. Many believe that Modi govt. took action against

Book day
Dear Editor,
April 23, 2015 was a day to celebrate as voracious readers, authors and publishing fraternity around the globe celebrate world book and copyright day. Many would not know that the English word “book” comes from Danish word “bog” which means birch tree and early people of Denmark wrote on birch bark. Marcus Tullius Cicero said “A room without books is like a body without a soul.” But now printed books have given way to eBooks which are ecologically friendly though not everyone can afford an eBook reader. There are advantages of increasing the font size and one can also carry many eBooks at a time while travelling. But despite advantages people who prefer traditional printed books like to touch and smell the pages. They simply love the sight of their book collection in their book shelves. Also there is a need to have an inclusive approach by converting many good titles into audio books and especially Braille.

A new law
Dear Editor,
With the devolution of 14th Finance commission, the fund under (NCA, SCA, SPA and ACA) will not be given to State like ours. Mostly tendering was done for SPA schemes as there were strict guidelines from Central government to implement schemes only through tendering.
There were no tendering guidelines for schemes under TFC, BADP, AOP, UNTIED as on today. Now it is interesting to see whether State government will issue new guidelines regarding implementation of these schemes through tendering as they have recently passed the bill called Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotional) Bill 2015 as this is to encourage and promote registered contractor based on domicile of the contractor within the Community Block, District and State.
Only Central schemes like NLCPR from DoNER, CRF, RIDF from NABARD, NEC are implemented through tendering but their sanction amount is almost above Rs.10.00Crores and contractor registered under class V, IV, III, II is not eligible for bidding unless lesser amount as stated above schemes are implemented through tendering.
I compliment the Legislators for passing this bill as it will ensure equal economic growth/stature among the people belong to that particular place as person belong to other place cannot participate in bidding process. But this will happen only when new guidelines are issued for implementation of schemes through tendering. Otherwise there is no meaning of passing bill in the State Legislative Assembly, it will be mockery of law passed by Legislator themselves and public will laugh at you.

Need action as loud as the voices
Dear Editor,
These are politicking infra dig and fractious leadership sans statesmanship. Besides
the national fraternity and unity, as the top leader of the country goes globetrotting
to numerous countries seeking global friendship and cooperation for progress of the
nation, the global stage are being repeatedly made the podium for criticism and mockery
of its own countrymen. It doesn't befit a leader of the largest democracy to showcase
such demeaning political trend at the global stage. Why indulge in avoidable denigrating
mockery of one's country when there are more important things simply waiting to be
concretely done within? The global community will only have more of reasons for laughter
about the peculiar Indian chapter as ever than getting impressed for committed engagement
as per the prioritised needs and aspirations of the country. Corruption, the main
issue that gives reasons for cracking finest jokes and erupting heartiest laughter
besides thunderous applause from the people! But besides certain appreciable transitory
developments what fundamental change has really been effected to the demanding issues
so far? The nation is yet witness any concrete action on the issue and tangible change
in the muddy and messy scenario so far. The tightly guarded clandestine funding of

Protector of the roads
Dear Editor,
As one among the thousand using the pathetic capital roads, I have seen few traffic police and their arduous selfless duty. Despite of inhospitable climate faced by them every day, they seem to construe the real meaning of dignity of labor.
I want to thank personally the traffic warden of Bank Tinali near police station who wholeheartedly and tirelessly perform his duty as a true guardian of road, who always wear a smile and use his hand as a magic wand at some fairytale movie. His way of performing duty should be followed by others who think being traffic policing as a perilous and mere job and not as protector of road.
